Abstract
This thesis is written in an endeavor to show the superiority of foster homes as compared with institutions for the care of dependent children. Children are our most precious heritage, dependent children are equally precious, and they must be given the best care possible. In this thesis, I will attempt to show that good foster home care is the most adequate substitute for a normal home.
