Abstract

Any direct experience with the problem of promotion from the rural elementary schools to the secondary schools strongly impresses upon one the need for a constructive study of the problem. As a teacher, one may find it necessary to abide by the decision of the office of the county superintendent in the matter of promotion of the pupils who are in his charge. As a state supervising teacher, working through the office of the county superintendent, one may find it. necessary to take an active part in deciding which pupils are to be promoted from the elementary schools of the county to the secondary schools. The two viewpoints enable one to realize more thoroughly the difficulties that enter into the rendering of the decision to promote, if the pupil is capable of profiting by education in a secondary school, or to withhold promotion if he lacks the necessary qualifications.
