Abstract
"A first principle of curriculum determination in arithmetic is: Teach what is useful to average citizens in the everyday affairs of life." This principle is not the only dominating factor. Almost every curriculum has specifics placed there by tradition and speculation. There is considerable uncertainty as to what is useful, and what is not practical. The principle of social utility seems to be gaining prominence. Attempts to discover the 'real' use of arithmetic are being conducted.
