Abstract
The subject matter of this study was originally intended to be limited to war appropriation. That, would of necessity confine it to a financial consideration. Due to scarcity of information on that particular theme, the subject was broadened to include the military and naval armament race in the leading countries of Europe during the years immediately preceding the World War. (From January, 1912 to July 1914.) It was intended to include the six countries aligned in one or the other of the two major alliances of Europe, but as will be explained later, the activities of only a few were given space in the newspaper's columns.
