Abstract
The writer originally had her interest in this topic aroused by a reference to the reading of W. Brooke Graves' book entitled "Uniform State Action", wherein the possibilities for Governors' Conferences as one substitute for further centralization as a means to greater uniformity, was suggested. It seemed a worthwhile project to try and further plumb the possibilities of this suggestion.
