Abstract
Play is universal. It is a form of language by means of which people all over the world express their emotions. It is not confined to any one people; it is not isolated to any one section of the world. In the kingdom as well as in the republic play reigns supreme. No law can or does attempt to suppress it, for leaders everywhere recognize the valuable part it holds in the life of man.
