Abstract
The position of public school personnel administrator has been developed to administer the various personnel functions of a school district. The major purpose of this study was to assess, analyze, and describe the professional preparation, certification, duties, and responsibilities of the public school personnel administrator. Specifically, this study provides information regarding eight questions: 1) What is the professional preparation of public school personnel administrators, and how does this compare with that described in the literature? 2) Does the professional preparation of public school personnel administrators include preparation in personnel administration? 3) What are the current opportunities and requirements for preparation in public school personnel administration in United States accredited graduate schools? 4) What are the responsibilities of and services offered by the public school personnel administrator? 5) Is the number of professional staff in the personnel division or department related to the number of certificated personnel employed by a school district? 6) What are the certification requirements of the various State Departments of Public Instruction with respect to the position of public school personnel administrator? 7) What future changes can be expected to occur in the areas of professional preparation, duties, responsibilities, and certification requirements of school personnel administrators? 8) What are the personal characteristics, career aspirations, and mobility patterns of the public school personnel administrators included in this study? The population for this study consisted of all chief state school officers, deans of accredited American graduate schools, and active members of the American Association of School Personnel Administrators, Chief state school officers were consulted to answer questions relating specifically to certification requirements of public school personnel administrators. Their final rate of return was 100 per cent. Graduate school deans were consulted. to answer questions relating specifically to the availability of preparation for public school personnel administration as it is available in United States accredited graduate schools. Their final rate of return was 94 per cent. Public school personnel administrators were consulted to secure comprehensive data regarding their professional preparation, duties, responsibilities, certification, personal characteristics and career aspirations.
