Abstract
Metropolitan educational systems in the United States have historically been challenged because of the complex problems of the children and youth attending the schools. One of the greatest challenges faced by educators today is the need to develop professionally sound and comprehensive programs for the young people who have been referred to as socially, culturally, economically and educationally disadvantaged. The presence of young people in our urban schools judged to be disadvantaged in one form or another is certainly not a new phenomenon in the United States. These children and youth have been part of the American educational scene in the past, particularly during the great European migrations to this country.
