Abstract
Professional literature abounds in data concerning various promotional policies and standards existing in the elementary schools of the country . There is probably no aspect of the organization of elementary schools which is so baffling to the teachers and administrators as that of children's progress through school. Because of this complexity there was a desire to investigate the situation of retardation and overa6eness existing in a local school system. The writer became interested in this a few years ago when there seemed to be a high percentage of failures prevalent in the lower grades in some of t he schools in the parochial school system of Green Bay Diocese.
