Abstract
It is impossible to assign the origin of the German insurance legislation to a precise period or to any one set of conditions. In its entire spirit this legislation clearly carried forward ideas and tendencies which had been peculiar to German state policy for many generations. The man to whom its formal inauguration is attributed was Prince Otto von Bismarck. Even though there were measures and resolutions effective before his political genius began to exert itself, he is called the "Father of German Social Insurance."
