Abstract
Because interest in reading at junior high school level is a matter of national concern, it is the purpose of this study to discover what, in the opinion of reputable reading specialists, constitutes an effective developmental reading program at the junior high school level. Evidence for need of improvement in reading instruction can be found in the fact that there is an extremely wide range in the reading achievement of pupils (relative to their ascertained capabilities) by the time they reach junior high school.
