Abstract
Guidance and counseling are concerned with the education, employment and general welfare of all young people. However, particular emphasis must be placed on services to minority youths. These youths need special consideration because of their limited appreciation for formal education and their little knowledge of the many services and agencies designed to assist and serve urban residents. Some other reasons for emphasizing counseling services to these youths are to promote an understanding of their present social setting, and to promote an understanding of the complexities of the economic system common in an urban society.
