Abstract
Budgeting, a devise to maximize profits, surprisingly enough did not evolve from operations in private businesses, but, rather, from the operations of central governments. As early as the eighteenth century, the Chancellor of the Exchequer in England and the Minister of Finance in France were constructing budgets for presentation to their kings.
