Abstract
The issue of school discipline continues to have a prime focus in the 1980's. Much research, writing, and dialog have addressed this topic. For sixteen of the past seventeen years, Gallup (1985) reports that the U.S. public regards discipline as the biggest and most important problem facing the public schools. Nationally in 1985, 25% of the citizens polled, about the same percentage as in previous polls, cited discipline as their community's number one problem with which to deal.
