Abstract

During the course of the past eight years the ever increasing problem of securing qualified teaching personnel at the elementary level has plagued school boards in most every system throughout the country. Shortly after World War II the initial effects of the increased birth rate of the early forties were manifested in the lower grades of our schools. During the ensuing years this impact has continued beyond all expectations, and is now beginning to affect the secondary schools. Thus the major problem confronting the public schools of America today is the procurement of qualified teachers in sufficient quantity to offset the normal mortality rate and the increase required as a direct result of unprecedented expansion.
