Abstract
School administrators, teachers, and psychologists regard kindergarten entrance as an optimum time for identifying children with special educational needs. Supporting these professional viewpoints, federal and state legislators have legitimized ---if not mandated--- early school screening programs through their legislative efforts in the 1970's.
