Abstract

The question to be discussed in this paper is simple and straightforward, namely, to what extent can the outcome of horse races be forecast? A moment's thought on the question brings up two problems which must be dealt with beforehand. First, who is to do this forecasting and, second, what races are to be predicted? The answer to the first question is fairly obvious. The forecaster must be someone thoroughly familiar with the sport of horse racing, someone with years of experience in the field, someone who has shown himself to be an expert on the subject.
