Abstract

Today, more than ever before, the public has reacted more vehemently to increased spending. Not only are yesterday's figures unacceptable but ' there is a cry for greater budgetary cutbacks. The birth of California's Proposition Thirteen has gained acceptance in many other states. On federal level, the nation is grappling with huge cutbacks on programs that were thought - to be "very essential" in past years. Evidently there is an increasing competition for the tax dollar at all levels. In this arena of competition, the public is demanding accountability for results of budgetary allocations. This brand of accountability is being demanded of every educational program, including counseling and guidance. Not only is the economic effort at maximization of resources insufficient, but there is greater management--emphasis on the accomplishment--of specific objectives.
