Abstract

When Senator Gaylord Nelson of Wisconsin addressed the 90th Congress to introduce the Teacher Aid Program Support Bill 1967, he quoted President Kennedy as saying, "Our progress as a nation can be no swifter than our progress in education. The human mind is our fundamental resource."
