Abstract

From 1948 to 1956 Milwaukee grew to a size of 88.55 square miles. The growth of the city was due to aggressive annexation during the administration of Mayor Frank Zeidler. Mayor Zeidler believed the key to Milwaukee's economic survival was expansion into the unincorporated towns surrounding the city. Expansion would enable Milwaukee to meet the needs of a growing population by adding to the city's tax base. Through annexation, the city could obtain lands attractive both to home builders and industries. Taxes on these properties would solve inner-city needs.
