Abstract
This paper investigates the accountability issue not only as related to public education but also private. Accountability puts high demands not only on educators but all society. The results of which should be quality education. The key to quality education is strategic planning. Of the many planning systems that have been developed within government and industry, PPBS seems to be the system that could lead directly to the improvement of education, and which would directly face the accountability issue. In writing this paper it seemed that all the articles, books and reports were of equal value to the overall outline and not just to the individual references sited. Therefore all references relate directly to a numbered selected bibliography rather than to a list of individual references.
