Abstract

Ever since the World War many social and economic changes have affected the problem of providing a wholesome and satisfying program of physical education and recreation to meet the existing needs for the proper use of leisure time. As the situation now presents itself, the schools should make every bonafide effort to set up a versatile program of physical education. Educators and physical educators, are now accepting the fact that mental, moral, social and physical education are a necessary part of general education. Before the present changes occurred in modern social adjustments, the home and industry were able to provide the necessary means for one to attain a high and efficient method of living, but, today such measures must be met by other agencies. The schools, churches, and other community organizations made rapid progress in providing such programs for the American people. Although outside agencies have taken a vital interest in this problem, the school should take the major responsibility in providing activities which will satisfy the needs of every growing boy and girl. Community organizations, such as churches, boy's clubs, the Y.M.C.A., and others are very helpful in presenting wholesome programs of play and recreation, but they can only meet the needs of a few: therefore, the school, which is more closely associated with the growing child, can foster a better all-round program. Such programs do not exist in every community, due to the lack of facilities, trained teachers, and lack of knowledge on the subject. Indeed, there are some schools, elementary and secondary, that do have a progressive program of physical education, but the number is entirely too small. In a recent survey made in the State of Wisconsin on this phase of education, it was found that less than thirty-five per cent of secondary schools offered a program of physical education. As a result of negligence on the part of the earlier schools, the colleges and universities have had to provide physical education on a required or optional basis.
