Abstract
The change from the democratic form of government of the Romans to the monarchy of the Caesars also brought with it a loosening of the religious bonds which had bound the people to the carrying out of their civic duties. Augustus, on ascending to the supreme power, saw at once the need of returning to the old religion which had been so powerful a factor in bringing about the rise of the republic. He determined to reorganize the Roman religion and selected Horace to aid him by presenting to the people in the pleasant guise of poetry, the virtues and practices of the early Romans.
