Abstract
Most universities and. colleges have finally discovered the importance of a well organized; meaningful and effective financial budget. This awareness has resulted in the burden of budget preparation and control being placed upon the shoulders of many individuals unfamiliar with this important duty. This unfamiliarity concerns both the proper allocations of budget funds and the establishment of effective budgetary control.
