Abstract
The fullest possible flowering of human potentiality is the work of education. The elementary school is concerned with every child, each a unique person, each carrying potentialities of great significance to himself and to society. A school's guidance program is of major importance in the school's efforts to reach this goal. Its purpose is to bring the impact of the school into the best possible focus upon the unique needs and characteristics of the individual child so as to enhance the possibility of his fullest unique development academically as well as personally and socially. Although we speak of optimum or maximum development, we have made only limited progress in fostering it. There is a need for a richer and better adapted guidance program that meets the complex and highly varied needs of ALL children and that helps personalize the educational process and provides growth not otherwise available .
