Abstract
Catholic Action, as defined by Pope Pius XI, is the "participation of the laity in the hierarchical apostolate of the Church." Now the official apostolate of the Church is this:
a) to define with the assistance of the Holy Ghost the truths revealed by Christ; to enlighten the faithful on all questions which are in any way concerned with the message of Christ
b) to organize and govern Christian society in view of its supernatural end
c) to sanctify the faithful, especially by the administration of the sacraments and the renewing of the Sacrifice of Calvary.
The laity is to participate in this work of the hierarchy. Its task is to permeate earthly things with the Christian spirit; to sanctify earthly reality, to cause it to participate in Christ's redemption. It is a work in cooperation with the hierarchy to "restore all things in Christ." Its task is as necessary as but different from that of the hierarchy. Yves Congar, O.P. says:
Study and meditation on the tasks of the laity have made it clear above all that the task proper to the laity is the consecration to Christ, and through Christ to God of things; while the task of the hierarchy is the consecration of man, and by means of Christ's doctrine authoritatively communicated and received by faith.
