Abstract
Sixty percent of top management have been dissatisfied with the results of research and development departments, yet in spite of the dissatisfaction spending continues to climb. American industry spending plans amounted to $20. 7 billion in 1970 for an increase of 7% over 1969 and for 1973 planned expenditures amounted to $24. 4 billion.
