Abstract

Today, even more so than in the past, our educational system is confronted with an escalating incidence rate of vandalism, violence, and other disciplinary problems. The cost of such action to the educational system has been staggering. In Los Angeles during the 1974-75 school year repairs necessitated by vandalism amounted to 7 million dollars. The Chicago school system suffered an incredible 3.5 million dollar property loss in 1974, to which can be added an additional 6.2 million for security programs and guards. The total cost of repairing vandalism and broken windows for the Milwaukee Public Schools was approximately 1.7 million in both 1979 and 80. The National Association of School Security Directors estimated that on the national level, 590 million dollars is diverted from the educational budgets each year due to vandalism. When coupled with the fact that across the nation approximately 820,000 youths age 16 to 24 dropped out of elementary or high schools between October of 1976 and October of 1977, it becomes quite clear that the educational system is out of joint with the needs of its consumers.
